Inclusion: Flourishing for all

Here you’ll find “Flourishing for All” - guidance for Church of England schools. This is a suite of resources that will address bullying on the basis of protected characteristics.

We recognise that the government’s guidance pertaining to Gender Questioning Children (2023) and the updated Relationships, Health and Sex Education (RHSE) guidance (2024) remain in draft form. Once these are finalised, this document will be reviewed to reflect any changes required. Until then, schools are reminded to refer back to the Statutory Guidance for RHSE and Keeping Children Safe in Education as the key documents underpinning this work.

In March 2025, new guidance on preventing and tackling race-based bullying was added as part of our ongoing commitment to addressing all forms of bullying in Church schools. Further sections will continue to be developed to support schools in fostering environments where all pupils and staff can belong, achieve, and flourish.


Flourishing for all

Flourishing for All provides guidance for Church schools in preventing and tackling bullying on the basis of different characteristics.

Part A provides an overview of why this is so important.

Part B looks specifically at HBT bullying.

Part C addresses race-based bullying.
